Ki-Shun area), on reverse bearing Russian Arms 14k blue and red x 2, pay charges of 3 x 7k plus 7k registration, tied by
'VERKHNEUDINSK' Russia P.O. cancellation, with a appropriate registration label, on front with fine strike of 'KULSK/3.4.13'
arrival cds, rare and fine.
Much of East Siberia was once part of China, ceded to Russia in mid 19th century (Treaties of 1858 & 1860) and retained a large
population. Although the existence of a post office at Lulsk has long been known from official records, but only a few covers have
been recorded.
